An Oneonta man appeared last week in Delaware County Court for a criminal charge of aggravated sexual abuse. 36 year old Richard Hayes is also charged with failing to keep his sex offender registry up to date. Authorities say he inappropriately touched a young girl and caused physical injury to the child. During his arraignment, Hayes pleaded not guilty. He remains at the Delaware County Jaul on a 50-thousand dollar cash only bond.
