A report from State Comproller Thomas DiNapoli finds that just 17% of the Dedicated Highway and Bridge Trust Fund is used for new projects. The rest goes to debt service and operating costs. DiNapoli expressed these concerns on 2 earlier occasions and says it’s even worse now.
