Oscar’s Law has been adopted by the Otsego Board of Representatives. The law creates a registry of people who have been convicted of animal abuse crimes. The law is named after a dog that died last year in Milford due to animal abuse. A message from the Susquehanna SPCA thanked Sheriff Richard Devlin for his support for the new law.
