A man from West Edmeston has been arrested and charged with animal abuse in Otsego County. Authoeities claim Justin Kucera intentionally starved his dog. The dog named Lexi survived and is now in the care of the Susquehanna SPCA in Cooperstown. Lexi was extremely emaciated, according to the shelter, which promoted neighbors to phone a tip into law enofrcement. Kucera was arrested Wednesday for alleged overdriving, torturing, or injuring an animal… and failure to provide proper sustenance.
