A major upgrade to the kennels is planend at the Chenango SPCA in Norwich. The animal charity group has recived a half-million dollar grant from the New York State Agriculture Department to build the addition for new dog housing. The money come sfrom the Companion Animal Capital Fund and is intened to help nonprofit municpal animal shelters build improvements that comply with the Companion Animal Care Standards Act, which goes into effect next year.
