Two leaders of an Otsego County company are in big trouble with the law. New York State COmptroller Tom DiNapoli said Monday that Phillip Mtui and Mbaga Kaiza have been indicted for their alleged involvement in a scheme to steal over a million dollars from the Medicaid system by submitting false claims for transportation services. The pair are listed as the main principles of Phinaliz Communications. DiNapoli said the false submissions for reimbursement have been taking place over the past four years, billing Medicaid for rides that never happened and billing multiple times for rides that DID occur.
