City leaders in Oneonta are trying to solve the problem of shopping carts being taken from stores and left all over town. A proposed ordinance in front of the common council would make it illegal to take grocery shopping carts off the property of the business that owns them. Similar rules have been enacted in Ithaca and Johnson City. But, considering that Walmart and other grocery stores are outside the city limits of Oneonta, the city’s rules would also require cart owners to pay 30-dollars per day for the city to hold their abandoned carts. That way, it would incentivize the stores to retreive their property.
