Governor Andrew Cuomo declared on Monday that all schools in New York can fully reopen by September based on the current rate of COVID-19 positive case numbers. The Democrat made the announcement at a stop in Long Island to promote vaccinations saying remote learning worked fine enough for some students but others paid a very heavy price. He added that “by no stretch of the imagination is remote learning a substitute for in-class participation”.
