The Susquehanna SPCA is asking the public to help raise awareness and push for elimination of so-called “puppy mills” which cruelly treat animals. SPCA director Stacie Haynes tells All Otsego ti’s important that consumers have the resources to help determine whether they are purchasing from a responsible, reputable breeder or a puppy mill.
